| Summary: | This doctoral research analyzes the dynamic and evolution of the formal mechanisms created by the national government to negotiate the peace in Colombia between 1981 and 2016. The first section of the work identifies and presents the transactional institutional theory, and translates it into the political transactional analysis of the negotiated peace. The second section undertakes the empirical analysis of the peace transactions in Colombia during the study period; there it examines formal institutions and organizations created by the Colombian govemment to participate in the achievement of the peace by political means; these are organizations and institutions with which the structure of governance of the negotiated peace is configured.
This analysis draws three conclusions: the first is that in Colombia the government has built a series of formal institutions
- rules - through which has sought to regulate peace negotiations. The second is that the experience in peace negotiations has allowed the national government to create increasingly efficient governance structures to carry out specialized tasks arising from peace processes. And finally, that the structures of governance of the negotiated peace in Colombia have been conditioned by the leve! of political uncertainty in the country, the frequency of negotiations, and the experience of negotiating staff.
La investigación doctoral analiza la dinámica y evolución de los dispositivos formales creados por el Gobierno nacional
para negociar la paz en Colombia entre 1981 y 2016. La primera parte del trabajo se encarga de la identificación y presentación de la teoría institucional transaccional y propone su traducción al Análisis Politice Transaccional de la paz negociada. La segunda parte se ocupa de realizar el análisis empírico de las transacciones de paz en Colombia durante el periodo elegido. En esta última se examinan las instituciones formales y las organizaciones creadas por el Gobierno en Colombia durante el periodo en cuestión para participar en la consecución de la paz por la via política; organizaciones e instituciones con las que se configuran las estructuras de gobernanza de la paz negociada.
Este análisis llega a tres conclusiones: La primera es que en Colombia el Gobierno nacional ha creado una serie de instituciones formales -normas- con las que se ha buscado regular las negociaciones de paz. La segunda es que la experiencia en negociaciones de paz en el país ha permitido al Gobierno nacional crear estructuras de gobernanza cada vez más eficientes en el cumplimiento de tareas especializadas que se presentan en los procesos de paz. Y finalmente que las estructuras de gobernanza de la paz en Colombia han estado condicionadas por el nivel de incertidumbre política del país, la frecuencia de las negociaciones y la experiencia del personal que negocia la paz.
