Diseñar un sistema integrado de gestión de calidad para las administraciones municipales de categoría sexta es una decisión gerencial de los alcaldes, que en busca de satisfacer las necesidades propias de cada municipio, que se fortalece administrativamente por medio de la apropiación de recursos, para la capacitación, equipos tecnológicos, espacios de trabajo adecuados, contratación de servicios profesionales, la gestión de recursos y la implementación de los SIG, buscando que los servicios que prestan, asistan a la comunidad y favorezcan el cumplimiento del plan de desarrollo.
