This investigative process began with a recognition through the inquiry about the different forms of informal work that are developed in the city, the surrounding conditions and recurrent activities in the framework of this work practice, through a direct observation competitor. To characterize the socio-demographic information and obtain the perception of the target population about their working conditions, projections and
postures in the face of informality, entrepreneurship and academic training, a survey instrument was applied to a sample of 200 young informal workers.
In addition, a documentary tracing was carried out on the international and national foundations, in order to theoretically support the formulation and approach of the research problem and to contextualize in the region the incidence and effects it has had on its development and economic dynamics through perception Of the current state of labor informality, focused on the eyes of the municipal administration and the different strategies that, over the last years, have been implemented in order to mitigate the expansion of this socio-economic phenomenon that affects the development of The city and its inhabitants. In the same way, the perception of different actors was obtained through focus groups, where young informal workers, entrepreneurs of the city and representatives of the municipal administration, individually presented their position on the subject, allowing to know the proposals and the level of Commitment that they would have as participants in the strategies proposed by the present public policy proposal. Finally, with the inputs obtained, the variables and key indicators were determined for the proposal of the public policy proposal that strengthens the work formality in the young population of 18 to 28 years of the city of San José de Cucuta.
En la presente investigación se analizaron e identificaron las causas y efectos del fenómeno de la informalidad laboral en la población joven de la ciudad de Cúcuta, Norte de Santander, para finalizar con una propuesta de política pública basada en estrategias para mitigar su impacto en el desarrollo del municipio y la calidad de vida de sus habitantes.
Este proceso inició con la indagación sobre las diferentes modalidades de trabajo informal desarrolladas en la ciudad, las condiciones del entorno y las actividades recurrentes en esta práctica laboral, mediante observación directa no participante. Para caracterizar la información sociodemográfica y obtener la percepción de la población
objetivo sobre sus condiciones laborales y postura frente a la informalidad, el emprendimiento y la formación académica, se aplicó un instrumento de encuesta a una muestra de 200 jóvenes trabajadores informales.
Como complemento, se realizó un rastreo documental sobre fundamentos internacionales y nacionales, para sustentar teóricamente el problema de investigación y contextualizar la incidencia y efectos que ha tenido sobre el desarrollo económico regional, mediante la percepción del estado actual de la informalidad laboral, desde la mirada de la administración municipal y las estrategias ejecutadas para mitigar la expansión de este fenómeno socio-económico. Con la finalidad de obtener la percepción de diferentes actores, se desarrollaron grupos focales, en donde jóvenes trabajadores informales, empresarios y representantes de la administración municipal, expusieron su postura frente al tema, permitiendo conocer las propuestas y el nivel de compromiso que dispondrían como participantes de las estrategias planteadas en la presente propuesta de política pública. Con los insumos obtenidos, se determinaron las variables y los indicadores claves para el planteamiento de la propuesta de política pública que fortalezca la formalidad laboral en la población joven de 18 a 28 años de la ciudad de San José de Cúcuta.
